The Angelina College Policy and Procedure Manual contains the policies and regulations governing College District operations. The Board of Trustees and the administration make every effort to maintain policies, regulations, and procedures contributing to the success, strength, and stability of Angelina College. New policies and procedures and changes to existing policies and procedures are adopted to accommodate current best practices and continuous improvement; to comply with changes in laws, regulations, or accreditation standards; or to respond to operational issues. Section A: Basic District Foundations
Outlines the College District’s legal status, mission, and service area. Sets the guiding principles for how the district operates.
Section B: Local Governance
Covers how the school board functions, including board member roles, responsibilities, and authority; election processes; and policy-making processes. Also provides the President’s qualifications, duties, compensation, evaluation, and retirement, and general administrative organizational structure.
Section C: Business and Support Services
Details financial operations, budgeting, investments, risk management, facilities, food services, construction, and transportation. Procedures for payroll and purchasing are provided, as well as emergency and safety program information.
Section D: Personnel
Includes policies related to employment and hiring practices, staff recruitment, professional development, evaluations, compensation and benefits, and employee rights and responsibilities.
Section E: Instruction
Focuses on academic programs, curriculum standards, instructional materials, grading, graduation, and credit awards.
Section F: Students
Covers aspects of student life—admissions, attendance, tuition, discipline, records, support services, and rights and responsibilities.
Section G: Community and Governmental Relations
Describes how the district communicates and partners with families, the community, media, government agencies, and accreditors.
